The present study evaluated physical properties of recycled asphalt mixtures containing reclaimed asphalt pavements (RAP) with various degrees of aging and examined presence of aged asphalt that no longer functions as a binder material. Furthermore, a new mix design procedure was introduced to confirm the mixture properties when new asphalt was added to compensate for the aged asphalt. The results showed that the recycled asphalt mixture containing low quality RAP had aged asphalt that did not function effectively and decreased cracking resistance. The proposed mix design attitude was valid for recycled asphalt mixtures to use substandard RAP.
