Heavy vehicle parking spaces at expressway SA/PA areas are congested, especially at night. Heavy vehicle drivers are often parking for long periods of time due to reasons such as securing opportunities for breaks and rest and waiting for unloading time appointed by the shippers. Therefore the required functions of expressway SA/PA have been changed. In particular, there are cases where vehicles are parked for long periods of time even though they only use expressways for short distances. Expressway companies have taken measures to increase the supply of parking spaces. However in order to respond to changes in required functionality, it is also important to control demand. In this study, we propose the introduction of a parking pricing system when parking for a long time, by considering expressway tolls as space occupancy fees. Then, we set parking fees according to the relationship between expressway usage distance and parking time, and estimated their impact and implementation effects.
