Abstract
 In developing countries where robust demand for infrastructure is expected, it is important to enact of technical standards, to improve quality of infrastructures and to promote exports of Japanese infrastructure systems. It is difficult to apply design standards of port facilities in Japan as it is to developing countries due to technological gap between Japan and developing countries. A customization method by a new approach is needed to set Japanese design standards of port facilities in conformity with natural conditions of each developing country.
 Japan and Vietnam jointly developed new national technical standards of port facilities in Vietnam. This paper focuses on design conditions such as water level, waves, geotechnical conditions and seismic design, in new Vietnamese technical standards, and presents a customization method on these design conditions to conform to the needs of Vietnam.
