Abstract
The expressway company is constructing and maintaining the expressway which is one of the most important social infrastructures. And such company is requested to recover the function of expressway at early stage of disaster, even if the soil structures that are constituting the expressway, are damaged by the heavy rain and great earthquake. Making these structures strong enough is the simple way to secure the function of expressway. However, giving the durability against the heavy rain and the earthquake to all soil structures requires a great amount of time and cost. So it is important to prepare the business continuity plan which can provide to recover the function early after disaster.
Authors have collected and analyzed a lot of data concerning to the damage of soil structures by the heavy rain and the earthquake. And the major cause of the soil structure damage was extracted. Then the technique for evaluating the risk of the soil structure of the expressway by introducing a new index that was called a management attention level is proposed. Using this index, the method of planning the business continuity plan to secure the expressway function at the early stage was examined.
