Abstract
 Recently in Japan, the reform of regional sovereignty is currently under consideration. And the government is considering the abolition of Regional Development Bureau of Ministry of Land, Infrastructure, Transport and Tourism (MLIT). In addition, the leading party had put up the slogan "from concrete to people", the national budget for infrastructure investment had been decreased year by year. As a result, local construction industry has been shrinking. However it is the fact that those who led quick restoration of damaged and closed roads from the great earthquake and tsunami were the MLIT Regional Development Bureau and its officers, and local construction firms and staffs worked at the forefront.
 This study describes whole narratives of quick restoration and recovery activities on "Kushino-ha" operations especially focusing on local construction firms and their staffs, by interviewing them. And then, based on the described narratives, this paper considers fundamental findings on the ability of local construction firms against disasters and governance and administrative system design considering greater disaster response.
