Abstract
 An operation of Infrastructure maintenance plan is decades and long term. However, continuous implementation is not guaranteed. Moreover, due to various factors, there is a possibility of interruption, suspension, postponement etc. of repair plan. The maintenance plan sets the LCC minimization scenario on the continuous operation. However, there is a risk that LCC will increase if postponement or interruption of repair or renovation lasts for a long time. Therefore, in this research, it is focused on factors that affect the continuous operation of the infrastructure maintenance plan. We will attempt to evaluate both vulnerability and resilience. When evaluating, there is an advantage that it is easy to understand the current situation by displaying it in the performance matrix, and the evaluation after the improvement can be advanced in the dialogue form. An example of biaxial matrix evaluation is shown for the maintenance plan released by local governments.
