Preparation Guidelines for Reconstruction Town Planning came into effect in 2018. Some municipalities are working to relocate public facilities to higher ground in preparation for the Nankai Trough earthquake. The purpose of this study is to understand the current status and issues of pre-earthquake reconstruction efforts, including the relocation of public facilities to higher ground, as of March 2022, four years after the implementation of the Guidelines. A questionnaire survey was conducted with 139 municipalities that have been designated as special areas for tsunami evacuation measures in the event of the Nankai Trough earthquake. The survey asked about issues related to pre-earthquake recovery preparations, the status of public facility relocation, and the availability of subsidy programs for relocation promotion projects. In addition, interviews were conducted with municipalities that have already relocated public facilities to higher ground. The results were compared and characterized by the level of disaster risk, population size, financial size, and other factors. By learning the characteristics of municipalities that have made progress in pre-event reconstruction, it is expected that other municipalities will be able to find clues to solving their problems more easily.
