This paper examines the intersection between broadcasting and archiving systems, drawing on the concepts of Michel Foucault. Based on the author's own practices in Hokkaido, Tohoku, and Kyushu, as well as recent trends in broadcasting archives, the paper prompts a reconsideration of the position of ‘local programs /content’ that was overlooked during the transition to terrestrial digital broadcasting.
