For enabling their employees to have the ability for managing change through the Training & Development, companies are expecting their HRD (Human Resources Development) staffs to perform at higher levels. For this issue, a new Competency Model has proposed by ASTD (American Society for Training & Development), which aims to help HRD professionals to succeed in the next generation. The purpose of this paper is to research the training needs and methods for HRD staffs according to the ASTD Competency Model, and expects the resulting findings to provide meaningful implications for designing the training programs. In order to gain more profound findings, we therefore employ the QFD (Quality Function Deployment) approach and the Borda Count method to prioritize the training needs and methods. The study results revealed that the competency needs for HRD staffs were most emphasized “Business/Management” not the “Personal” : and the training methods for foundational competencies were focused on experience delivery rather than on computer technology.
