Abstract
The aims of this paper are first to review apportionment methods and second to develop a new class of apportionment methods from the view point of global optimization. The class includes the methods of Webster, Hill, and Theil, but not those of Adams, Jefferson, and Dean. We study the symmetries of five methods of apportionment in this class.
