Abstract

With the rise of video media and people watching less TV, there is a concern that social and regional community consciousness formed by television culture will diminish, and that divisions in society will further deepen. It is necessary to persuade people not to stop watching TV, by strengthening the management base of television companies and enhancing their ability to disseminate information. An effective measure is to reorganize the television broadcasting network, which is becoming more feasible due to the deregulation following the mass-media decentralization principle. There are five schemes for reorganizing the television broadcasting network, and while there are concerns with each scheme about legal issues or guarantees of diversity and regionality, the most realistic option is hardware/software decoupling. It is desirable to separate the program production side and to establish it as a software company, and turn the remainder into a hardware company, unified with units of the existing television network.
