Temporary disaster broadcasting stations are set up to mitigate damage in the event of disasters. Various initiatives have been taken in many regions to help establish the stations swiftly when needed. This paper focuses on activities with FM radio wave transmission for newly establishing stations, aiming to reveal the nationwide status. The research was conducted through surveys with each of the 11 local bureaus responsible for the administration of information and communication under the Ministry of Posts and Telecommunications and interviews with the bureaus and the headquarters of the ministry. The target activities are those from February 1995, when the concerned broadcasting was systematized, to the end of fiscal year 2021.

It was revealed the first activity was implemented in 2012 after the Great East Japan Earthquake and that activities were implemented in every local administrative district with the nationwide total of 178. More activities were found in the regions, such as Wakayama and Tokyo, which are prone to extensive damage.
