Abstract

Currently, the promotion of online administrative procedures is underway in Japan. However, analyzing the effects of programs implemented for that purpose is essential for efficiently and effectively engaging in these programs. Therefore, we conducted an analysis of the situation regarding the online utilization of administrative procedures in local governments and the corresponding programs to promote online utilization (online utilization promotion programs), using the difference-in-differences analysis method to analyze causal effects. As a result of the analysis, for 4 administrative procedures including “reservation of library books,” “reservation of cultural and sports facilities,” “application for training, seminars, and various events,” and “local tax declaration procedures (eLTAX),” among the online utilization promotion programs, it is considered important to focus on creating an environment that facilitates online procedures, such as providing services accessible from mobile phones and providing services 24 hours a day, 365 days a year, as well as simplifying administrative procedures and standardizing forms and procedures, and simplifying methods of use, to streamline the online utilization of administrative procedures.
