This study examines how a public-private collaborative DAO (Decentralized Autonomous Organization) on the FiNANCiE platform functions as a mediating framework connecting distributed online participation to regional implementation. While ICT-based participation is emphasized, the governance structure for connecting platform consensus to policy processes with institutional responsibility remains under-examined. Through a qualitative analysis of the Izu Fan Club Token project, this study finds that the DAO operates as a form of two-layered governance. In this model, an online layer for distributed ideation and an offline layer for approval from local governments and practical implementation are connected by a secretariat through translation and coordination. The analysis shows that designing a mediating function to connect online support to regional implementation plays an important role in making ideas compatible with existing systems and rules and supporting practical implementation.
