Abstract

 Through the 20th century, mankind had experienced three tragic totalitarian systems which are called Nazism, militarism and communism. On the other hand, in the age of Ikeda Cabinet in Japan, the second half of 20th century, Japan created a high level of economic growth in a short time by carrying out a income - doubling plan unanimously and freely. Compared with these totalitarians considering demands of age about environmental problem and security, mankind was found to stand at the entrance of a large scale of the social revolution that we have a view of the world in common and realize it without excluding part of mankind, raising revolution, security depending on genocidal weapons and neglecting individual sovereignty which must start toward a sustainable economic action aiming at maintaining environmental preservation.
 Moreover the action of N.Korea was found to be inversely to these demands of age.
