Abstract
The information systems (IS) study and practice have greatly developed by being based on the organizational theory, especially organizational decision-making studies. Moreover, many IS studies tended to have treated IT not a little as a 'black box' called in the techno-science, and has been developed under a deterministic technical view. In contemporary ICT environment which is represented by Web2.0, such studies have not necessarily usefulness. Through the review of related precedence studies, this paper argues that 'information and management' study which our society hangs up over a title must be released off the spell of organizational theory, and the indeterminism technical philosophy view plays an important role in order to establish a theoretical base of such studies.
