Technological capability and management capability are indispensable to realize sustainable growth in global mega competitive business environment. In generally, there are mutual interaction and complementally relation between these capabilities for realizing effective innovations. However successful key factor of service industry is management capability such as constructing and operating new business model. Management capability is essential to successful requirements for effective ICT utilization in each industry and development of ICT industry. Because the secondary industry is the most important for the Japanese economy with lack of natural resources and rare metals, competitive technologies should be developed for realizing trading nation through high value-added production. In order to avoid the state of affairs that Japan had lost business in spite of winning technology, innovations should be performed through creative management capability such as the trinity of strategies for R & D, intellectual property rights and business, effective MOT, relevant strategies for continuous technology and destructive technology and so on.
