The advent of cloud computing has been thought to have greater impact on smaller companies that lack sufficient human resources for developing information systems. However, they appear to be lagging behind larger companies in adopting this technology. Although cloud computing services may help outsource the processes of developing and managing information systems, they cannot eliminate the decision-making processes required to adopt this service. This study focuses on the capabilities at the decision-making stage for adopting cloud computing rather than the developing or operational stage. Two questionnaire surveys were conducted to determine the usage of cloud computing in Japan. The data show that the adoption level of cloud computing is lower in SMEs than large enterprises; the adoption is impeded by the lack of decision-makers' knowledge and the organizational framework of decision-making for introducing information systems.
