Contents, teaching methods and time allocations about material cycles and waste management fields in text books from elementary school to high school were surveyed. Then, existing studies about environmental literacy and ESD (Education for Sustainable Development) were reviewed to define “environmental literacy“ which should be developed by environmental education. Based on these works, issues on environmental education in school curriculums were discussed. This paper explained that there were some serious issues in environmental education in school curriculums such as imperfect check function for text books by environmental professionals and absence of perspective on developing a sense of responsibility and participation, critical thinking and communication skill.
