Abstract

In Japan, a system for collecting waste and a valuable resource (recyclable resources) in the dual-track had been established from the 19th century or earlier. Collection of recyclable resources are based on economic rationality. Meanwhile, the recovery of waste are intended to public health. Is the recycling-oriented society has been formed. In recent years, circulation of resources by a fee in many municipalities collected and have been successful in reduction of waste. Japan's waste collection, has become a good social system that was based on the economy. On the other hand, currently, an increase of emissions in developing countries, waste collection as a social system is not functioning along with the diversification of quality. Be introduced excellent incineration technology and reclamation technology of Japan is important. The adaptation of the collection system as an excellent social system of Japan are required at the same time.
