When a container ship can't enter a harbor, additional costs such as lodging may occur. Since amount of ship freight is rising around the world, the size of a container ship is increasing. When container ships should wait for cargo-work in the crowded harbor or when the container ship is too big to enter a small port, the efficiency of cargo-work to be much reduced. A mobile crane ship which can do cargo-work in the open sea is required to solve this kind of problem. In this paper, a mobile harbor was designed to load and unload two TEU containers from a big container ship at once and carry them to a port. Thus, the mobile harbor must be equipped with a crane system that can lift 40 ton weight 40 m far from the crane ship. When the crane is installed on the ship, the ship might loose its stability by operating force. The first concern about the ship, in this paper, is how to enhance dynamic stability, which is studied via multibody dynamic modeling and analysis to prevent the rollover of the crane ship. Assuming the ship is fixed on the ground, motion of the crane is analyzed in order to improve the balance of the crane ship. Next, the external force due to the sea state is applied to the ship. Fluid force could be expressed by roll, pitch, and heave of the ship with contact surfaces between ship and fluid.
