The scale or order-of-magnitude of disasters has a certain statistical law. Which has been well demonstrated by the so-called Heinrich's law since 1931. Heinrich's law was derived based on the accidents and disasters on the job, while the law is applicable to other disasters, such as earthquake, typhoon, epidemic, and so on. This suggests that the disasters has its own structure with reference to the scale and its evolution.
