In recent years, the heat island phenomena become a social problem in urban area. One of the causes is the increase of the rate of the sensible heat transfer to the latent heat transfer. A scintillation method is given as the way of mesuring the spatial averaged sensible heat tansfer. In the present study, a new measurement system was designed based on the scintillation method. In order to verify the performance, the field tests were carried out in open space. The mesured results were compared with those by using commercial system and those based on an eddy correlation method.
