There were inventions to supply very little flow rate of liquid under control, but they needed electronic equipment for each. The purpose of this paper was to develop devices to supply very little flow rate of water under control with no electric equipment. We found the phenomena that water flew out from a tank through a wire net arch set over the tank wall, when the wire net arch was covered with a vinyl sheet and the meshes were filled with water. Water flew in the layer formed between wires and film. The pressure in the layer decreased by gravity and pressure loss, and surface tension maintained this negative pressure. The phenomena were expected applicable to supply very little flow rate of water under control. Their flow characteristics were studied experimentally. And it became clear that their characteristics could be estimated by computer simulation with simple models. So, these systems could be used to supply very little flow rate of water under control with no electric equipment like a siphon.
