Abstract
There are numerous accidents happening at signalized intersections. Especially, drivers often fall into dilemma whether to stop at the entry of intersection or to go through. More complex decision is required when the driver encounters yellow signal under the existence of waiting vehicle for right-turning in the intersection. In this research, drivers' dilemma with the effect of waiting vehicle is analyzed utilizing incident database. In order to numerically evaluate such a situation, risk evaluation index MTO is proposed and evaluated.
