抄録
This paper examines the inconsistencies between law, regulation, and institutions on healthcare and promoting innovation. Particularly, I explain the tradeoff between physical accessibility and economic accessibility to medical technology using the product possibility frontier. Additionally, I introduce concept of social welfare function to consider how we should allocate resources to the science and technology policy, and the healthcare policy.
