Developing human resources in space engineering has become a social issue, and the first Hiraodai Joint Launch Experiment was carried out at Hiraodai in Fukuoka Prefecture. Student management oversaw, negotiated, and coordinated the entire experiment. Student rocket groups from three universities participated in the hybrid rocket launch experiment. The main objectives were to provide student rocket groups in the Kyushu region with an opportunity to conduct launch experiments close to their bases of operations, and to develop human resources in space engineering through rocket launch experiments. From the results of the questionnaire, the most common reason for participating was to improve their technical skills. Approximately 83% of participants participated voluntarily, confirming high motivation. The most common skill acquired was "safety management ability." This is thought to be because participants must take a safety course beforehand. The safety inspection report was thought to raise awareness among team leaders and general members. As for negative aspects, many people said that "the travel expenses were high." One of the goals of the program was to reduce the financial burden, such as travel expenses, on student rocket groups in the Kyushu region, but further measures are needed, such as obtaining external budgets and requesting subsidies from the government. Overall, satisfaction was high, but first-year students were less satisfied with the gap between the knowledge and skills they aimed to acquire and the level they thought they had acquired. It was found that individual satisfaction differs from satisfaction with the joint experiment.
