The factory noise regulation does not stipulate environmental noise requirements in the industrial exclusive zone and evaluation methods of noise with predominant pure-tone components. Noise limits in the industrial exclusive zone are defined in each local government ordinance and/or pollution control agreements, based on the factory noise regulation. The pollution prevention agreements, which are sometimes called environmental agreements, are concluded between the local government and each factory administration in industrialized cities. In this paper, noise limits and noise measurement locations in the industrial zone are clarified, based on the local ordinance of some prefectures and the pollution prevention agreements. For pure-tone components, the different methods to define and evaluate the presence of pure-tone components in some foreign countries are presented, compared to the methods of ISO (International Standards).
