Among many technology-licensing organizations (TLO) established in late 1990s Japan, the University of Nagoya and the Tokyo Institute of Technology (Tokyo Tech.) had made their own organization more than 60 years ago. The paper focuses on the case of Tokyo Tech which established their industrial liaison foundation "Kogyo-Shinkou-kai" just after the war and converted it to "Toukoudai-TLO" in 1999. Under the University Reform just after WWII, Tokyo Tech established the foundation, which was modeled on that of Massachusetts Institute of Technology, to promote cooperative research with industries and to fix their research environment, funding, recruitment for assistants, and so on. The new political and social environment under the Science and Technology Basic Plan, started in 1995, made the liaison between universities and industries not only possible but also highly desirable. However it was prohibited their operation in 1980s, the foundation was converted to the reading technology licensing organization promoting liaison between Tokyo Tech and industries.
