We study how the finite thickness of the substrate of elastic bilayer affects its surface instability characterized by the critical stretch and wavelength. Based on the incremental deformation theory, we formulate the linear stability problem and numerically determine the critical conditions at the wrinkling threshold. We found that the finite thickness decreases the critical stretch and increase the wavenumber. These results provide the possibility to control the wavelength of wrinkling by tuning the thickness ratio between film and substrate.
