As a merit of the moving block control, the effect of shortening the headway is noticed, but it is also expected that it has an early recovery effect of train delay. We have reported a method for determining the order of priority based on driving prediction for competing trains. However, unpredictable delay may occur when a train is stopped at the station, in which case the running of other trains is obstructed and delay increases if the following train runs beyond the entry point and stops immediately after the preceding train. Therefore, we report on a method for avoiding causing the following train to obstruct other trains by deterring it from passing the entry point while the preceding train is stopped at the station.
