Abstract
Fusion systems should be developed so that they are safe enough to be acceptable to the societal environment and rational enough to the technical feasibility.
For the fusion systems, even the concepts are premature and the system characteristics are different from the fission ones : Energy and RI sources are distributed in subsystems of the fusion systems, whereas these sources are concentrated on core regions in the others.
We have developed the safety evaluation methodology, which can clarify safety features and give the preliminary guidelines to ensure the rational safety for the fusion systems.
This paper describes : (1) the significance of safety study, (2) the role of safety evaluation in the development of fusion systems, (3) the development of safety study methodology and (4) the review of licensing procedure for the TFTR.
