Abstract
Recently, marine accidents are frequent in the important harbours and the special narrow waters (straits) in Japan. As one counterplan for them, aerial photogrammetric analysis of ship navigation or maritime congestion in the important harbours has been planned by the Maritime Safety Board. Chosen as the survey areas are 3 harbours, that is, Keihin Harbour, Osaka Harbour and Kobe Harbour. The said survey and analysis are considered to be different to the traffic analysis by the means of aerial photogrammetry, owing to some conditions of lower-speed of ship and two dimentional field of water, etc. Aerial photography is taken during rush-hours in the most congested season and during the comparatively slack time.
On this report, the preliminary analysis made for dealing with these plans and, as a result, maritime congestion in Osaka Harbour on March 14, 1962 are generally described.
