Abstract

Japan faces severe depopulation, especially in remote islands where youth outflow is critical. In Tanegashima, limited higher education options necessitate migration. Despite significant public investment in education, human capital is absorbed by urban areas. This study proposes an "adaptive approach," viewing migration as inevitable while maintaining regional ties. It reports on "Noraneko," a student community from Tanegashima. Through hybrid operations, this action research suggests a model redefining out-migrated youth as "intellectual capital providers," potentially serving as a new social framework for depopulating regions.
