Hioki E.E. Corporation conducted the research to make a design policy, with the aim of clarifying the functions and responsibilities of designers and clarifying the direction of design as a company, and "COGNITIVE." the concept of slogan and "Cognitive Design" the new concept of design has been derived. Through consideration of the concept of "Cognitive Design" from the association between the concept of "Human Centered Design" and the concepts of "UX" and the concept of "Time Axis Design," we found that value perceptions can divide into two types of representation: explicit representation which can recognize by themselves, underlying representation which cannot recognize by themselves. Besides we found that it is necessary to set the "externalization coefficient." Even for elements with low externalization coefficients, consideration is required when designing, and moreover based on changes in the physical characteristics of stimulus S such as aging, the idea of considering those is the core of "Cognitive Design" it turned out that it was.
