On regional design in snowfall area, snow countermeasure is a very important aspect. On a process of snow countermeasure planing, citizen, enterprise and local authority as composer of the region are expected to play the leading part. To sustain continuous regional design, these players must keep a good relationship. This paper makes it clear about the partnership on regional design in case of Fukui as snowfall area from a civic cognition.
As a result, to make a good partnership on regional design in snowfall area, following issues are important : (1) a -role of each player must be made clear respectively and exactly, (2) make an opportunity for negotiation each other, (3) clarify a independent group and role in relationship not only among three players but between two players (citizen & enterprize, enterprize & local authority, local authority & citizen) is especially important. (4) clear away the snow on the road and the roof of private house are more practical subject than make use of snow on partnership.
