The Super Science High School Project was not simply established and changed due to the need to develop human resources in science and technology. In this paper, I have examined the transition of the project using the “Policy Window Model.” The project was not realized simply because of a declining interest in the natural sciences among youth, namely, a “problem stream.” The project was established when the “political stream” of government ministry reorganization was added to this problem stream.
