  School reform is an indispensable stage in the reform of education. As part of the movement, school councils, whose main role is to actively integrate the voices of students and parents in the administration of the school, are being introduced.

  The governing of a school no longer lies solely in the hands of the teachers. In recent years, it is common for the running of schools to be based on the understanding and agreement also of the students and parents.

  This paper examines the case of Chiba Prefectural Kogane High School which has formed a “Tripartite Council” (hereafter the Council). The research is divided into three main parts.

  First, the context behind the establishment of the Council is described. In the case study school, democratic school building has been a tradition since its establishment in 1965. In the course of promoting participation of students and parents in issues concerning school events, it became necessary to set up a group such as the Council as a moderator to adjust the difference of opinions.

  Next, an overview of the actual development of the tripartite meetings is presented with four “snapshots” over a period of seven years.

  The final part examines the significance and role of the Council in school reform. With the establishment of the Council, a new school model that recognizes students and parents as partners in school governing has been born. Not only does the Council enable mutual exchange, it also serves as an opportunity for learning and development for all three parties, where the experience of negotiation and curriculum development becomes a valuable asset for the teachers as well.
