Abstract
According to the source documents from the 34^<th> Report of the Social Security Council Care Insurance Division (2010), 420,000 applicants were waiting for placement in special elderly nursing homes and 52.8% of those applicants were waiting at places other than their own residence. This research focuses on the fact that many of the elderly who have difficulty to find a place after discharge from medical facilities will settle in residential private nursing homes. Therefore oral surveys of three categories of persons, the families of 47 elderly persons, four nurses and two care workers were conducted and the living environment problems of the elderly in long-term care were comprehensively determined. Regarding the replies for the category of family members of residents, it was recognized that they were burdened by medical services, including nursing as well as housing concerns, and they lived with economic instabilities. Furthermore, the residents received care that was constrained by time due to the compensation rules of the nursing insurance system. Based on the surveys and their analyses, the structure of nursing care problems highlighted.
