We theoretically and numerically study the response of horizontal axis small wind turbines to wind-speed change.A simple model was given for a small wind turbine.Formulas for estimating a starting and a response time from a torque coefficient and the moment of inertia were presented. The estimated times agree fairly well with the times which were derived by the simulation on the model.
