Abstract
Uuder the title of “Socio-politics againt Overseas-travel Restriction in Japan”, I have sought real reason for the foreign exchage control to Japanese citizen’s tour abroad. It is not because of international balance of payments, but because of protecting the elite’s privilege in Japanese society (Reports for the J. A. S. T. No. 3). Having analyzed international tourist accout, I find the overseas travel expense of Japan is the least among the developed countries. Japan is eagerly welcoming foreign guests in order to get foreign currency, as many other countries. However, to serve for tourist is considered passive tourism. The notion of tourism is in itself active. To get all kinds of benefit from travel, it must be necessary for Japanese to encourage overseas travel.
