Abstract

Objective: Focusing on the evaluation of local tobacco control, as reported at Symposium I, this article introduced how to evaluate local tobacco control and its application through practical analysis of advanced cases utilizing the framework of PAIREM (a modified RE-AIM model).

Contents: Public health nurses play a major role in tobacco control in local governments. However, its progress has been limited, and objective evaluation, such as setting numerical targets, is insufficient. The US CDC has a comprehensive tobacco control program evaluation guidelines, "introduction to program evaluation for comprehensive tobacco control programs," and it provides four criteria (utility, feasibility, propriety, accuracy) comprising a "good" evaluation. Considering these criteria, we quantitatively and qualitatively evaluated the good practices of tobacco control at local government from 6 perspectives, using PAIREM (Plan, Adoption, Implementation, Reach, Effectiveness, and Maintenance). We performed a multifaceted analysis that included processes, and identified success factors and future tasks. To enable evidence-based health care, the effective use of such objective scientific evaluations is necessary for tobacco control.

Conclusion: Using the systematic framework of PAIREM, we can collect and analyze quantitative and qualitative data. They can be used to comprehensively evaluate and visualize a wide range of health promotion activities. Then, for local residents and stakeholders inside and outside the organization, presenting the evaluation results is useful for advocacy to change their perceptions. In addition, this improves the evidence-based health policy decision-making process and the derivation of results for tobacco control in local government.
