Thai MOOC provides online courses for Thailand. JMOOC，which offers courses in Japan，aims to provide courses to Thai MOOC. We thus ascertained issues related to course provision through Thai MOOC by non-Thailand educational institutions. Regarding procedures for offering courses，we found numerous regulations stipulated in guidelines and application documents. There is also an implicit requirement to read and complete documentation in Thai. While the completion rate for Japanese culture courses was only 9.4%，persons from outside Thailand also took these courses. We concluded that Thai MOOC constitutes a valuable，non-formal educational platform for Thai people.
