In order to realize a low-cost and power-saving positioning system using PHS, an algorithm to judge moving and stopping status of distribution equipment from vibraton is developed. It gets position data measured by PHS one or two times a day, measures vibration continuously, updates maximum and minimum acceleration in a day when the equipment is moving or stops, and sets the threshold of acceleraiotn to their middle value. With this algorithm, a judgment of movement and stop becomes possible without concerning measurement error of PHS, vibration characteristic of distribution machinery and installation position of an accelerometer.
