Abstract

In recent years, the policy to utilize the works of local residents in particular for care and life support for the elderly person. Not only the quantity of the policy increases, but also the quality is changing, it means that the field where local residents participate has begun to penetrate inside from the outskirts of the care and life support services. This study firstly surveys the process that such a policy expanded along time. Secondly, this study point out two problems that such a policy may lead now. The one problem of the indication is lack of local residents participating in the service for elderly person. Next one is lower quality of the services that local residents carry out for elderly person. It is necessary inspecting practice and discovering problems of the policy to utilize local residents from now on.
