This paper aims to elucidate the characteristic features of public procurement as public policy. It is said that the principles of public procurement are “Economic Efficiency” and “Fairness”. However, considering that Local Autonomy in Japan should play a role in improvement of public welfare in local society, public procurement could be understood as a tool of public policy. This paper examines the status of public procurement as public policy based on historical viewpoint and the institutional design for the future.
