Do Community Welfare Plans Function as “Upper Level Plans” in the Welfare Field?: Policy Formation Process and Future Issues

Abstract

With the partial revision of the Social Welfare Act in April 2018, community welfare plans, which had been voluntary up to that time, became non-binding obligations and were positioned as upper level plans in the welfare field. In addition, the articles on projects related to comprehensive support system development were newly added as articles that should be incorporated in those plans. This article summarizes that policy formation process and discusses the reasons why these plans are positioned as upper level plans and the requirements for their establishment as upper level plans. It also gives seven perspectives for inspection and evaluation with regard to whether community welfare plans in municipalities function as upper level plans in the welfare field.
