Consideration on the Role that Community Welfare Plans Should Play

Abstract

The community welfare plans are the goal of long-standing community-based welfare policy against the background of municipal center administration. And they are also the important policy measures to survive the declining birthrate and aging population. But many local governments have not yet formulated. One of the causes is lack of“reality”. I consider the efforts necessary for community welfare plans to have reality through some viewpoints. First point is a confirmation and sharing of actual activities. Second point is a co-operation with regional policies in related fields. Third point is a connection with reduction of local social resources such as social welfare corporations. And these viewpoints greatly contribute to the realization of a community-based society.
