Abstract

This paper presents an analysis of positive changes in local residents and governance through university-community collaboration. While previous studies have predominantly focused on analyzing student development through community engagement programs in higher education, little studies have explored the transformational impact on local community and governance. This paper examines the results of interview surveys on the Community-Based Learning processes at the Faculty of Policy Science, Ryukoku University, conducted to Kyotango City, Kyoto Prefecture, and Sumoto City, Hyogo Prefecture. The results of the survey were analyzed in development process of the educational program and the changes in the community. Common elements identified in both cities include: 1) positive impacts of the university’s knowledge on the localities, 2) positive impacts brought by students’ knowledge and opinions, and 3) increased support from local residents.
