In 2017, a system was established whereby incentive grants would be awarded based on the efforts of insurers, in line with the revision of the long-term care insurance system. However, previous studies have pointed out the low correlation between evaluation indicators and outcome indicators. Therefore, this paper aims to clarify the relationship between these evaluation indicators and an outcome indicator, specifically the sex- and age-adjusted certification rate, after controlling for the effects of the regional population composition and other factors. The analysis results suggest that by controlling for regional factors such as sex and age composition in the outcome indicators, it is possible to correct for the underestimation or overestimation of insurer efforts to some extent. Additionally, it was revealed that depending on the evaluation indicator, there could be either positive or negative effects on the outcome indicator. It was also found that for some evaluation items, it might be desirable to increase the certification rate.
